Country Overview:
Argentina : Building Our Presence
Bechtel is building a strong local organization in Argentina, partnering with industry, government, suppliers, and communities to support our customers and projects.
We're bringing global expertise to develop local talent, strengthen regional capabilities, and deliver lasting value - establishing a trusted, long-term presence that supports sustainable growth and positions Argentina as a cornerstone market for mining, energy, and infrastructure development.
Job Summary:
Manage the obtaining, maintenance and monitoring of environmental and sectoral permits that enable the execution of the project in Argentina, ensuring that the engineering design, constructive planning and field activities comply with the applicable national and provincial regulations, with the commitments assumed before the authority and with the environmental standards of the client.
The position acts as a bridge between engineering and the regulatory authority: it translates the legal requirements into verifiable design criteria, anticipates the environmental restrictions that condition the layout and the construction sequence, and maintains a critical permit route aligned with the project schedule.
Its performance is measured by the absence of regulatory detentions and by the technical quality of the information presented to the competent bodies.
Permission management:
Preparing and keeping updated the project permits matrix, identifying competent body, submission requirements, legal deadlines and actual processing deadlines.
Prepare, review and submit the Environmental Impact Report and its biennial updates, along with the supporting technical documentation required by the provincial mining authority.
Managing the associated sectoral permits: water use and concession, effluent dumping, emissions into the atmosphere, hazardous waste management, soil movement, intervention of native vegetation and transport of hazardous substances.
Maintaining technical dialogue with provincial and national enforcement authorities, responding to observations, requests for additional information and audits.
Timely alert the permits that constitute a critical route and propose sequencing alternatives when a regulatory deadline compromises the schedule.
Environmental studies and assessment:
Defining the scope of the environmental baselines - air quality, noise, surface and groundwater, soils, flora, fauna, glaciers and periglacial environment, archaeology and socio-economic environment - and technically supervise the consulting firms that execute them.
Reviewing consultant deliverables verifying methodological sufficiency, representativeness of sampling and traceability of data before its incorporation into the file.
Evaluating environmental impacts of the project, propose mitigation and compensation measures, and verify that they are reflected in the design criteria and technical specifications.
Estimating hours,
costs and deadlines of environmental studies for their incorporation into the project budget and program.
Compliance, monitoring and interface with the project:
Keeping track of environmental commitments derived from the Environmental Impact Statement and the permits granted, and periodically verify their compliance on the ground.
Providing the engineering disciplines with the environmental constraints applicable to the design - layout restrictions, exclusion areas, discharge limits and water management criteria - and verify their incorporation.
Preparing progress reports on the status of permits for the client and for the project management, with status, regulatory risks and mitigation actions.
Supporting the processes of citizen participation and relations with communities and local authorities, in coordination with the social area of the project and the client.
Issuing the environmental deliverables under the project's documentary control system, respecting the review scheme and the preparation, review and approval signatures.
Regulatory framework of reference:
Dominating the Argentine environmental regime and its federal articulation: the Nation sets the minimum protection budgets and the provinces, as holders of the original domain of natural resources, are the enforcement authority that grants the permits.
The following list is the minimum core required: Law ******, Law ******; Law ******; Law ******, Law ******, Law ******, Law ******, Law ******, Law ******, ILO Convention 169 (Law ******).
Education and Experience Requirements:
Level 1:
Requires a university degree in Environmental Sciences, Chemistry, Civil Engineering, Natural Resources, Geological Sciences or Biological Sciences, with professional registration in the corresponding jurisdiction, between 5 and 8 years of professional practice in environmental management and permits, with at least 3 years in mining, energy or infrastructure projects in Argentina.
A graduate degree, major or diploma in environmental management, environmental impact assessment or environmental law is desirable.
Level 2:
Requires a university degree in Environmental Sciences, Chemistry, Civil Engineering, Natural Resources, Geological Sciences or Biological Sciences, with professional registration in the corresponding jurisdiction, between 8 and 10 years of professional practice in environmental management and permits, with at least 5 years in mining, energy or infrastructure projects in Argentina.
A graduate degree, major or diploma in environmental management, environmental impact assessment or environmental law is desirable.
Required Knowledge and Skills:
Verifiable participation in at least one complete cycle of environmental processing: preparation of the study, submission to the authority, response to observations and obtaining the approving resolution.
Experience in direct interaction with provincial and national public agencies, and in technical supervision of environmental consultancies.
Previous experience in EPC or EPCM environments is desirable, with exposure to document control, change control and management of interfaces between disciplines.
Mastery of the Argentine environmental regime described in the previous section and ability to track its provincial regulations.
Environmental impact assessment methodologies, design of monitoring plans and environmental management programs; notions of modeling of air quality, noise and dispersion of pollutants.
Management of geographic information systems, advanced spreadsheets and project scheduling tools.
Native Spanish and intermediate or higher technical English, sufficient to read international standards and participate in meetings with multinational teams.
The Documentary Organization: Maintains complete, versioned and auditable files at all times.
Integrity: Does not sign or endorse information that it cannot endorse, even under deadline pressure.
The technical rigor: Supports each statement of the file in verifiable data and detects methodological weaknesses in third-party studies.
Regulatory anticipation: Identifies the permit that will become a critical route before it becomes one and activates management well in advance.
The institutional communication: Maintains a professional and traceable relationship with the authority; writes with legal and technical precision.
The transversal work: Translates environmental requirements into the language of engineering and negotiates solutions with the disciplines without compromising compliance.
Experience in metallic and/or non-metallic mining.
Experience in EPC/EPCM projects and knowledge of the AACE standard.
Knowledge of local design regulations.

Ingeniero Civil Senior (Field Manager) - San Juan/Argentina
Our client is a remote product studio that builds MVPs and custom software for startups and companies past the idea stage.
Clients hire them for a fixed-scope MVP or for a product team billed by the two-week sprint, and the whole team uses AI coding tools every day.
They've been at it since **** and were profitable in ****, with a 30% net margin.
After building their own AI systems, they tripled monthly revenue with the same team size.
Clients rate them 4.9 out of 5 in verified reviews,
and the startups they build for have raised more than $25M in venture funding.
Your Role
You will join the team building workflow software for one of the studio's clients: a live product that needs new workflow features while the existing ones keep running.
The client's own engineers commit to the same repo, so every new table, permission and workflow goes in next to code someone else is changing.
The weight is on the server side, from the SQL database on Azure up through the API, and you also build the React and TypeScript screens that sit on top.
AI coding tools draft most of the specs, tests and migrations.
You direct them, read every diff line by line, and answer for what merges.
If you'd rather write most of the code by hand, this probably isn't the right seat.
You report to the studio's leadership and work day to day with the lead developer and the product manager, who sets the acceptance criteria for each sprint.
Success means delivering four to five features per two-week sprint, each verified before merge, and owning one area end to end (such as the task engine or the legacy migration) without breaking a live feature.
You Bring:
4+ years building full-stack web applications and releasing them to production
Experience working in a codebase you didn't write, learning its conventions before changing it
Hands-on work on workflow software where different user roles see different data, with approvals, task queues or state machines and an audit log or versioned history
React, TypeScript and SQL on Azure, including schema design and migrations
Daily use of Cursor, Claude Code or a similar AI coding tool on production work, with tests and CI behind it
Clear written and spoken English
Experience delivering in fixed-scope sprints with branches, code review and feature flags
Bonus Points:
Work in a regulated setting such as finance, health or insurance
A migration from a legacy system, with reconciliation and duplicate review
Time as an outside vendor committing to a client's repo
Project rules, custom prompts or agent setups for AI coding tools that your team adopted
Spanish, since the platform is bilingual
What's Offered:
Fully remote contractor role from LATAM, full time at about 40 hours a week
Core hours in US time zones, so your day overlaps with the lead developer and the product manager
An area of the product to own end to end, with your schema designs reviewed by the lead developer and the client's engineers
A team where AI-first delivery is already the daily routine, with tests, CI and feature flags as part of the normal process
A start in early November
Interview Process:
Intro Call: 30 minutes with atomic HR on your background and goals
Leadership Screening: A short call, possibly with an async part first
Product and Developer Conversation: How you take features from acceptance criteria to merge
Take-Home Test: One feature like the real scope, built and checked
