For more information, visit International Bank for Reconstruction and Development The LC7 Country Management Unit (CMU) is responsible for Bank operations in Argentina, Paraguay, and Uruguay, and is composed of a decentralized office in Buenos Aires, where the Division Director(DD) and the Operations Manager are based, and Country Offices in Asunción and Montevideo (WGB), each led by a Country Manager (CM).
The Buenos
Aires office is large (around 85 staff) covering all aspects of the operational business from the field. The CMU oversees a wide range of Bank activities, including a number of operations and a diverse knowledge program. Given the setup of the CMU, extensive communication and coordination among virtual teams working in Buenos
Aires, Asunción, and Montevideo is required. The three LC7 offices have around 140 staff combined, which includes both CMU staff, as well as those mapped to GPs and other units. LC7 has pioneered the Joint Country Representation initiative since July 2024 when Uruguay became a Joint Country Representation -now evolved into a vibrant WBG Country Office and Paraguay also joined as a Joint Representation this year.
The LC7 portfolio is undergoing a shift towards a new business model, supporting new Country Partnership Frameworks in Argentina and Paraguay focused on private sector-led growth and job creation. Alongside these efforts, Uruguay has served as a context for the development of numerous innovative approaches within the Bank’s regional engagement. With 30 projects totaling $7.14 billion, LC7 aligns its strategies to country needs while measuring impact through indicators like jobs, human capital protection, and private investment.
In fiscal year 2025 alone, the World Bank approved over $3.7 billion dollars in loans, all directed toward results-oriented operations or policy development support. In this dynamic context, the Operations team is now expected to provide high-level guidance and support across a broad range of operational issues.
The South Cone Countries CMU is recruiting a Senior Executive Assistant to join our team in Buenos Aires, Argentina. The Senior Executive Assistant has a leadership role among administrative staff and works closely with the members of the CMU’s Management Team and the Division Director in the delivery of the CMU’s work program.
Duties and Accountabilities:
The Sr.
Executive
Assistant reports to the Division Director of LC7 and has overall responsibility for managing the quality, timeliness and completeness of administrative and support functions in the CMU. S/he is the first point of contact in our Front Office. S/he must have excellent interpersonal skills, be client and team oriented and contribute to a positive and cohesive work environment. S/he needs to ensure that the CMU complies with Bank administrative procedures and standards. The duty station for this position is Buenos Aires, Argentina.
Main duties and accountabilities will include the following:
- Function with a high level of judgment to provide a wide-range of executive assistance to the Director, especially in the areas of managing priorities and email traffic, workflow, screening of all incoming documents, drafting responses – leveraging AI-enabled drafting and summarization tools to ensure accuracy and efficiency – and ensuring the smooth delivery of services.• Coordinate the time management and scheduling on behalf of the Director, to include effective prioritizing and resolving related conflicts and competing demands. This includes, but is not limited to, scheduling appointments, independently resolving scheduling conflicts,
screening and prioritizing incoming correspondence and monitoring activities to ensure appropriate workflow, and following up on issues and priorities of concern to the Director, using digital tools to maintain real-time visibility across commitments.• Ensure relevant documents and papers are available for meetings, deadlines are met, and documents requiring Director concurrence are of high quality and adhere to administrative and operational guidelines, applying AI-enabled tools to support quality checking and consistency.• Plan and coordinate the Director’s travel. Ensure that relevant staff members are consulted on the objectives and timing of the Directors visits to clients and partners, their attendance and active participation at key international conferences, media contacts, interviews, speeches and presentations, and the quality and timely completion of briefing materials, including the use of AI tools to compile background research, summarize materials, and generate talking points efficiently.• Handle logistical planning for meetings or equivalent events held in the office with country delegations, Board members and staff/management, assessing and obtaining appropriate facilities, services and equipment etc.• Keep track of corporate requests from VPs/MDO, assist with coordination of inputs and responses to ensure timely and quality submission, applying digital workflow tools to track tasks, deadlines, and handoffs.• Participate in regular team planning and coordination meetings to ensure seamless collaboration on scheduled events and priorities.• Independently respond to extensive and diverse inquiries and make decisions when multiple courses of action are possible.• Demonstrate impeccable standards of integrity when handling confidential material; use tact and sensitivity when resolving delicate issues, including when using AI tools that process sensitive information.• Oversee the administrative functions of the office, i.e. TRS, LARS, and SAP.• Serve as the primary contact and liaison for an extensive network, at the most senior levels from both internal and external callers and dignitaries. Show judgment, tact, diplomacy and discretion in answering and/or redirecting inquiries to appropriate sources and in dealing with sensitive or highly confidential matters, making decisions when multiple courses of action arepossible.• Coordinate and supervise general office procedures and guidelines, identify potential problems and advise the Director accordingly.• Provide guidance, leadership and mentoring for junior ACS staff, work and collaborate with the other Executive Assistants/ Program Assistants from other regional Units and WBG offices to develop a high level of teamwork.• Provide basic research support and use relevant IT software (including AI-enabled tools) to retrieve, maintain and manipulate data including from standard reports and the operations portal.• Handle ad-hoc duties assigned by the Director.
Selection Criteria

- Minimum education/experience: Bachelor’s degree with at least 7 years of relevant experience or equivalent combination of education and experience, with extensive knowledge and understanding of World Bank Group administrative and operational procedures.• High degree of motivation, initiative, flexibility, reliability, and ability to handle concurrent tasks simultaneously.• Excellent organizational, administrative and time management skills with proven ability to work quickly and efficiently under pressure.• Good team player, with excellent interpersonal and communication skills and able to interact tactfully with people at all levels.• Willingness and ability to deliver under tight deadlines.• Attention to details with an appreciation for how they impact the big picture.• Proven ability to manage confidential information, sound judgment and resourcefulness. research and problem-solving skills.• Thorough knowledge of relevant computer software: Microsoft Word, Outlook, Excel and PowerPoint and surveying online tools (e.g., Survey monkey).• Proficiency in using digital tools and AI-enabled features to draft, organize, summarize, and manage information efficiently across a range of administrative and operational tasks.• Extensive and diverse experience in more than one VPU and demonstrated ability to consistently manage and deliver agreed work program oversight, and quality enhancement of office support services. Experience in working with a Director is preferred.• Recognized ability to coach and mentor staff.• Excellent writing and oral communication skills. Required Competencies:
