Position Summary The Technology Business Manager is responsible for governing the enterprise software portfolio, driving cost optimization initiatives, and ensuring effective management of software investments across the organization. This role partners closely with Technology, Finance, Procurement, Legal, and business stakeholders to manage renewals, new investments, vendor relationships, licensing strategies, and software spend governance. The position serves as a key advisor in balancing business requirements, operational needs, and financial stewardship while maintaining visibility into the organization's software and managed services portfolio.

Key Responsibilities

Software Lifecycle Management

- Manage the end-to-end software lifecycle, including new acquisitions, renewals, true-ups, cancellations, and vendor exit strategies.

- Maintain software inventory, ownership, contract status, renewal schedules, and licensing information.

- Partner with business owners to validate ongoing software demand and business justification for investments.

- Ensure appropriate stakeholder engagement and approval processes for software procurement activities.

Cost Optimization &

- Financial Management

- Lead software cost optimization initiatives through rationalization, consolidation, rightsizing, and contract renegotiation efforts.

- Identify savings opportunities and develop recommendations to reduce technology spend while minimizing business risk.

- Support annual operating planning, forecasting, budgeting, and variance analysis activities related to software and managed services expenditures.

- Develop and maintain reporting that provides transparency into software spend, contracts, utilization, and optimization opportunities.

Vendor &

- Contract Management

- Manage strategic vendor relationships and serve as primary coordinator for contract renewals and negotiations.

- Review vendor proposals, pricing structures, licensing models,



and contract terms to ensure alignment with organizational objectives.

- Collaborate with Procurement and Legal teams to support contract execution and compliance.

- Track vendor performance, contractual obligations, renewal milestones, and financial commitments.

Governance &

- Stakeholder Engagement

- Establish and enforce governance processes for software investments and technology purchasing.

- Facilitate cross-functional reviews with Finance, Procurement, Security, Architecture, and Technology leaders.

- Drive accountability among business owners for software ownership, utilization, licensing needs, and investment decisions.

- Support intake and approval processes for new software and managed service requests.

Reporting &

- Analytics

- Produce executive-level reporting on software spend, contract commitments, optimization opportunities, and portfolio health.

- Analyze spending trends, vendor utilization, and demand forecasts to support data-driven decision-making.

- Support technology business management tooling and processes used for financial planning and cost transparency.

- Present findings and recommendations to senior leaders and business stakeholders.

Qualifications

Required Experience

- 8+ years of experience in Technology Business Management (TBM), IT Financial Management, Software Asset Management, Vendor Management, Procurement, Finance, or related disciplines.

- Experience managing software renewals, contracts, licensing models, and vendor negotiations.

- Strong financial analysis, budgeting, forecasting, and reporting skills.

- Ability to work across multiple business units and influence decisions without direct authority.

Preferred Qualifications

- Experience with Apptio, enterprise financial management platforms, procurement systems, and software asset management tools.

- Knowledge of SaaS licensing models, cloud consumption agreements, and managed services contracts.

- Understanding of technology budgeting, cost allocation, and financial planning processes.
