POSITION Description: Monitoring and Evaluation Officer LOCATION: Chile and/or Argentina with regular travel between locations About Winrock International Winrock International is a nonprofit organization that empowers communities, expands economic opportunity, strengthens institutions, and sustains natural resources. Winrock seeks a full-time Monitoring and Evaluation Officer (M&E; Officer) to lead the development and oversight of monitoring, evaluation, research, and learning of an anticipated project to advance labor standards compliance and transparency in critical mineral supply chains in Argentina and/or Chile.

Position Summary The M&E; Officer will lead the development and oversight of MEL activities for the anticipated ILAB Ensuring “Pro-American Worker” Critical Minerals Supply Chains in the Western Hemisphere project. The M&E; Officer will develop and oversee all aspects of the project’s monitoring, evaluation, and learning plans, data management, planning, research, and evidence activities. The M&E; Officer develops project data collection tools, evaluations, and research studies; trains staff and implementing partners on MEL requirements; monitors progress toward program results; provides up-to-date learning and adaptation support; reports performance information; leads collaborative learning activities (CLA), including using data for annual pause-and-reflect sessions and adaptive management; and develops baseline, endline, and other research protocols using international best practices.

ESSENTIAL Responsibilities - Supports the Project Director and staff to design strategies that achieve project goals; monitors and reviews progress toward targets and objectives in the project results framework; and ensures effective implementation of project monitoring and evaluation activities, including working with project partners on project outcomes and data validation.

- Coordinates with the Project Director on quarterly monitoring and evaluation indicator data, produces reports for the project and the U.S. Department of Labor, and disseminates important findings.



Shares monthly and quarterly monitoring and evaluation data to assess progress on program outputs and achievements, and coordinates the - documentation and dissemination of best practices, lessons learned, research findings, and progress to ensure learning is used to improve project interventions.
- Leads data collection, verification, and management, including data analysis, reporting, dissemination, compliance, efficient and high-quality data collection, and reviews of subawards; provides feedback to strengthen implementation.
- Facilitates rapid learning and adaptive management processes through program monitoring; coordinates learning workshops and training; develops research and learning questions; and integrates learning objectives into the results framework, including expected results, indicators, targets, and processes for collecting data on progress.
- Works with project staff to capture lessons learned and produce knowledge products that enhance understanding of labor standards compliance and transparency in critical mineral supply chains.
- Maintains project MIS data collection systems and works with the project team on collaborative initiatives to ensure all approaches are sustainable and evidence based.
- Organizes training for project subgrantees on project reporting data, analysis of advancing labor standards compliance and transparency in critical mineral supply chains.
- Provides oversight of subrecipients, including research partners responsible for research and data collection that support project objectives.
- Manages monitoring, evaluation, research, and learning for project implementation and recommends areas for adaptation as needed.
- Supervises and mentors MEL staff - Other duties as assigned.





Qualifications And Background - Successful candidates will have strong MEL skills and relevant experience, preferably on projects related to human rights, forced labor, or capacity strengthening for governments and civil society.

Experience with U.S. Government-funded projects is preferred. Master’s level degree in a social science discipline, such as statistics, public policy, economics and/or specialized training in monitoring and evaluation.

- Minimum of5years’ experience managing and implementing complexMELsystems for international development projects, preferably withthe U.S. Department of Labor.
- Experience managing monitoring & evaluationdatabases, conductingtimelydata analysis, and developing reports.
- Experience in both quantitative and qualitative data collection and analysis, managing and developing surveys,designing,and implementing data collectiontools.
- Experience with mobile data collection ispreferred.
- Familiarity with emerging trends inMEL reporting and learningaddressing forced labor and human trafficking especially in the critical minerals supply chains in target countries.
- Experience managing international projects to the highest ethical standards.
- Demonstrated leadership in the management of complex, multi-activity programming, on time and on budget.
- Strong track record working with partners and a wide range of individuals and organizations, including government officials, international agencies, and civil society.
- Fluent in Spanish; strong English, oral, and written communicationskills. This position is contingent upon contract award.
