POSITION Description: Monitoring and Evaluation Officer

Winrock seeks a full-time Monitoring and Evaluation Officer (M&E; Officer) to lead the development and oversight of monitoring, evaluation, research, and learning of an anticipated project to advance labor standards compliance and transparency in critical mineral supply chains in Argentina and/or Chile.

Position Summary:

The M&E; Officer will lead the development and oversight of MEL activities for the anticipated ILAB Ensuring “Pro-American Worker” Critical Minerals Supply Chains in the Western Hemisphere project. The M&E; Officer will develop and oversee all aspects of the project’s monitoring, evaluation, and learning plans, data management, planning, research, and evidence activities. The M&E; Officer develops project data collection tools, evaluations,



and research studies; trains staff and implementing partners on MEL requirements; monitors progress toward program results; provides up-to-date learning and adaptation support; reports performance information; leads collaborative learning activities (CLA), including using data for annual pause-and-reflect sessions and adaptive management; and develops baseline, endline, and other research protocols using international best practices.

ESSENTIAL Responsibilities:

The M&E; Officer provides technical leadership on monitoring and evaluation for the project team to ensure that Winrock and U.S. Department of Labor monitoring and evaluation requirements are implemented on time. Essential responsibilities include:
